Ms. Guadalupe Phillips Margain was elected as a patrimonial member of our board of Directors. In January 2016, she was appointed Chief Executive Officer on November 3, 2016. Previously, she was Chief Restructure Officer in ICA and before that, Vice President. Previously, she was Vice President of Finance and Risk Management for Grupo Televisa, S.A.B. She is an alternate member of the boards of directors of Grupo Televisa, S.A.B. and Grupo Financiero Banorte, S.A.B. de C.V. Ms. Phillips holds a law degree from the Instituto Tecnológico Autónomo de México (ITAM) and an M.A. and Ph.D. from the Fletcher School at Tufts University.

Pablo Garcia has been the Finance Director for ICA’s infrastructure division since 2012, where he was responsible for arranging the financings for ICA’s portfolio of concessioned infrastructure projects and for structuring the sale of minority participations as part of ICA’s strategy of monetizing its asset portfolio. Prior to joining ICA, he was Managing Director and head of Project Finance for Latin America at Scotiabank. From 2004 to 2011 he was Senior Vice President for Project Finance for Banco Santander, heading all their Mexico activities. From 1998 to 2004, he served in various capacities at Banco Santander in New York City and Madrid. Mr. Garcia has a B.A. in economics from Florida State University, and an M.A. in Applied Economics and Finance from the University of Michigan.

Divisional Director of Airports and CEO of Grupo Aeroportuario del Centro Norte, S.A.B. de C.V., or OMA, since July 2011.

From 2006 through June 2011, he was OMA’s director of airports. In that position, he was responsible for the relationships of OMA and the airports with federal, state and local authorities. He also oversaw and coordinated the airport consultative councils of all 13 airports; these councils bring together airport managers, airlines, other airport service providers and governmental authorities to ensure effective airport operation. From 1998 to 2006, he was director of the business division, sub-director of operations and development, and manager of the Monterrey International Airport.  Prior to joining us, he served in various capacities in the Mexican federal government and the state government of Nuevo León, including as general director of tourism.

Joined ICA in 1992, and has served as an alternate member of our Board of Directors, the director of projects for ICA Fluor, and the project manager for several plants including the first liquefied natural gas terminal in Mexico in Altamira, Tamaulipas. Previously, he was the contracts and project control manager for the Cantarell project, the largest nitrogen injection plant in the world.

Civil engineering graduate of Universidad Nacional Autónomo de México; MBA from Georgetown University. Certified as a Project Manager Professional by the Project Management Institute.

Jose Luis Guerrero Cortes is the Divisional Director and CEO of OVT. Previously he was the CFO OMA, he worked as an associate at Goldman Sachs, as a financial analyst at Empresas ICA and as an assistant brand manager at Procter & Gamble. Mr. Guerrero holds a degree in chemical engineering from the Universidad Iberoamericana and an MBA from the Harvard Business School. 

On November 3, 2016, Rodrigo Quintana Kawage was provisionally named to the Board as a patrimonial member in replacement of Luis Fernando Zarate Rocha and has been our General Counsel since June 2010. Previously, Mr. Quintana worked as in-house counsel at Banco de México, Mexico's Central Bank, and as an associate in the finance practice of Mayer Brown LLP, a global law firm, in its Chicago and New York offices. Mr. Quintana joined our legal department in 2001, and then rejoined after leaving Mayer Brown LLP in January 2009. Mr. Quintana holds law degrees from the Instituto Tecnológico Autónomo de México in Mexico City and from the University of Chicago Law School. He is the son of Mr. Bernardo Quintana.
